Commissioning Authority (CxA) Services

The commissioning authority ( CxA ) is the individual designated to organize, lead, and review the completion of commissioning process activities. The CxA facilitates communication among the owner, designer, and contractor to ensure that complex systems are installed and function in accordance with the owner’s project requirements. FAC can provide professional commissioning authority ( CxA ) services.

Achieving the design intent – what is important ?

  • Design review at an early stage and when close to completion, focus on the commission-ability of the building energy systems.
  • Construction documents and specifications clearly define the requirements for LEED certification, and the roles and responsibilities of the designers and contractors.
  • Close monitoring and verification of all testing & commissioning activities, which are fully documented.
  • Adequate training of O&M staff and a proper systems manual to sustain building performance.

*Although EA Prerequisite 1 does not require the CxA to be on the project team until just before the equipment installation phase, if brought in earlier, he or she also help the owner develop the project requirements and assist with other important commissioning tasks.
**Some commissioning tasks can be performed by the owner or other project team members. However, the review of the owner’s project requirements and basis of design must be performed by the CxA. For EA Prerequisite 1, Fundamental Commissioning, this may be performed at any time before verification of equipment installation and acceptance.
